His Grace Philaret, Bishop of Căpriana, Vicar of the Metropolis, and Dean of the Churches of the Strășeni District (Iurie Cuzmin), was born on January 30, 1978, in the village of Donici, Orhei district, in the Moldavian SSR, and was baptized in childhood. Between 1985 and 1993, he studied at the secondary school in Donici.

In 1994, upon entering the monastery, he fulfilled the obedience of singing in the choir.

Between 1995 and 1999, he studied at the Theological Seminary in Chișinău, and then he was admitted to the Theological Academy in Chișinău, from which he graduated in 2001.

On December 3, 1996, he was tonsured by Archimandrite Damian (Potoroacă), the abbot of the Saint Nicholas Monastery in the village of Dobrușa, Șoldănești district. On December 4, he was tonsured into the mantle with the name Philaret, in honor of the righteous Philaret the Merciful.

He was ordained deacon on January 8, 1998, at the Nativity Cathedral in Chișinău, and priest on January 14 at the Saint Basil the Great Cathedral in Edineț. The ordinations were performed by Metropolitan Vladimir of Chisinau and All Moldova.

In 1998, he was appointed provisional parish priest of the Church of Archangel Michael in the village of Găuzeni, Șoldănești district.

In the year 2000 he was elevated to the rank of hegumen.

On April 3, 2002, he was appointed secretary of the Falling Asleep of the Ever-Virgin Mary Monastery in Căpriana, and on July 23, he was appointed abbot of the same monastery.

Since 2003, he has been a member of the Supervisory Board for the restoration of Căpriana Monastery. In the same year, he was elevated to the rank of archimandrite.

Between 2020-2022, he pursued master's studies at the Theological Academy in Chișinău, specializing in "Orthodox Theology and Social Activity," obtaining a Master of Theology degree.

On December 2, 2021, he was appointed secretary of the Synodal Department for Monasteries and Monasticism of the Orthodox Church of Moldova.

Starting January 5, 2022, he serves as the Dean of the churches in the Strășeni district, Diocese of Chișinău.

On October 11, 2023, during the session of the Holy Synod of the Russian Orthodox Church, he was elected Bishop of Căpriana, vicar of the Diocese of Chișinău (Journal no. 97).

The ordination to the rank of bishop took place on October 22, during the Divine Liturgy celebrated at the Nativity of the Lord Cathedral in Chișinău. The service was officiated by the Metropolitan Vladimir of Chisinau and All Moldova.
